You CAN create Info Items on the fly in the Data Explorer, using Edit | Insert (Ins keyboard shortcut), Tree | Insert Child (Alt+Ins), or Tree | Insert Sibling (Alt+Shift+Ins). Corresponding Toolbar buttons also exist.

If you use copy/cut & paste to move/link/copy Info Items in the Data Explorer, then the operation is simply a navigation exercise (creating new parents as necessary as described above). Just Copy or Cut the Info Item(s) to operate on, then navigate to the destination and Paste | Paste Special as desired.
