Rapid Move of a Folder to the Top of Tree
Ctrl+Shift+Arrow Key moves a folder stepwise.
Is there any keyboard shortcut which can moves a folder to the top/bottom of the Data Explorer Tree?

No, but you can drag/drop within siblings by holding down Shift when dropping.
