user keywords disappear

I don't assign user keywords often but twice now I have found that my list has disappeared.

Running compact / repair seems to fix this but I can't keep doing that. At least I know they're not lost.

With this & disappearing children I reported earlier I am dumping out of v3.2.1 in favor of an earlier version.
