open in new tab..... not here

If I focus on an item in Explorer & <CTRL><ENTER> Item opens in new tab.

If I switch focus to another Explorer item & repeat I get the first focused item in a new tab, etc.

If I focus on a favorites icon & use the same set of keys, MS Word opens

Using keys <ALT><CTRL>A-Z or 0-9 do nothing.

I ran compact/repair w no change in the above behavior.

Is 'Tools | Options | Miscellaneous | Launch favorite externally with Ctrl down' checked?

For A-Z, the favorite shortcut is Alt+Shift+letter or Ctrl+Alt+Shift+letter. For numbers, Ctrl+Alt+number should open in a new tab (or externally depending on the above option). You do have the Alt+number shortcut assigned to a favorite in Favorites | Organize?

Yessir. That explains that one.

I have <SHFT><ALT>A-Z assigned to various favorites. Clicking combination 'A' opens that Favorite in a tab. Clicking combination 'B' replaces Favorite 'B' in renamed -- but renamed tab, i.e. not a 2nd tab. I didn't re-start URp after changing Tools | Options | Miscellaneous | <CTRL><ENTER>

Ctrl+Alt+Shift+B to open it in a new tab.
