I don't believe so, I see nothing marking the template as read only. It is the Program Template that comes with the UR. I am able to input information like title, version, etc but nothing below the main header. Picture attached of where I would like to be able to enter info.

If you're referring to the detail area below the form, for the Program template, that will show the web page content for the URL attribute, which is not normally editable. You can enable web page editing, but only if the document is stored in UR (see https://kinook.com/UltraRecall/Manual/editwebpage.htm).
Another possibility is that you want to base your template on the Text template, which displays a rich text editor, rather than browser content, in the detail area. https://kinook.com/UltraRecall/Manual/coretemplates.htm |

Is it possible to edit the template? Change the URL attribute to rich text?

No, you would need to create your own template, derived from the Text template, but you can assign the same Form to it as the Program template.
