Have you tried going to
Folder Options in "Control Panel" and setting file type .rtf to
Open with Wordpad?

As an aside, I also think that URp's dictionary forces an extra step, i.e. user has to click suggestions to get a list of words rather than seeing them in the first layer of the dialog.
