this certainly works, what is the result you get?
Imagine I have my main UR file called ur.urd in D:\test
If I drag one of the items from that file to an item info pane of another UR database file, in there I will see the link with the title of the dragged item. Right clicking on it and choosing "hyperlink properties" will show me
ur://D:/test/ur.urd?item=3340,1000
3340 is ItemID attribute of the dragged item.
In fact, you can create this link by yourself, and type it directly to excel, for more info see Options->Miscellaneous->Item command line format
ur://%DB_URL%?item=%ITEM%
If I now put this link into excel cell (right clicking in excel and choosing "hyperlink"), clicking on it will put me directly to that ur.urd file, and exactly to item 3340.
