An address specified in the Send Mail action must be an SMTP-addressable email address. To send email to a Microsoft Exchange distribution list or group, an SMTP address must be assigned to that list within Active Directory (similar to assigning for an individual user). Then, the email address specified can be included in the Send Mail action's To, Cc, or Bcc field to send to the entire group/list.
