Add more flags

This is a slight misunderstanding; my question was for shift-control-0 (the zero above the abc keys) which on my system can't be assigned (when shift-control-1...9 and then ' (the key right to the 0 key) are without problems, but that's allegedly a Windows, not a UR problem?
