E-mail attachments not working

I am trying to send an e-mail with a file attachment. I started by using a macro with the file path, when that didn't work I just entered a hard-coded path to an existing file C:\test\test.txt. I also tried adding double quotes around the path which also didn't work.

Any suggestions would be helpful,
