I run URp on both a desktop PC running XP Pro SP2 and a notebook running Vista Ultimate and I haven't seen any problem like this.
Perhaps try uninstalling/reinstalling UR. I don’t know that this will help but it sure does sound like something might have gone wrong during the installation.
While reinstalling you might want to disconnect from the Internet and then shut down your anti-virus/anti-spyware during the installation. (I did see something similar during another app's installation when I used TrendMicro - briefly).
